First of all, you wouldn't be flying directly into any of these cities -- none of them have airports with commercial airline service. (The closest airports to these places would be Harrisburg, PA, Bakersfield, CA, Duluth, MN, and Denver, CO, respectively.)

That having been said, the cheapest published fare from Toronto to any of these airports is to Duluth, at a price of US$316 plus tax. (The cheapest fare to Denver is about $15 more plus tax round trip, while the cheapest fares to Bakersfield and Harrisburg price out at least $100 more than flying to Denver.) However, price for any airline ticket depends not only on the destination and arrival cities, but also the dates which you're flying. Therefore, depending on the day you travel, the cost of flying to any of the other three cities may be cheaper than flying to Duluth, because the cheapest fares may not be available to any of the given cities on any given day.

If you're looking for prices on a specific day, you can use a website such as expedia.com, orbitz.com, travelocity.com, or kayak.com to look up prices between airports on any specific day.Which location is cheapiest to fly to from toronto (read description)?
kayak.com should be an adequate tool to assist you in your comparison
